I will correct my earlier post, but as the details begin to come into sharper focus, I want to report that the gondola with the German family did not capsize, so I can’t interpret early reports on the gondoliers diving into the Canal. Of course they did what they could to help, but the boat remained upright, if damaged.
I know that the gondoliers recovered some small floating objects belonging to the littlest girl, and placed them on the fatal dock with a bouquet of flowers: one small rubber duck, and one very small pink shoe.
The gondoliers have carried their proposals to City Hall: To start with, a ban on any vehicle overtaking any other vehicle. Vaporettos in line, taxis in line, gondolas in line. (I don’t know about barges.) As anyone who has seen the Grand Canal knows, this procedure has not been the case so far. I have no opinion on the feasibility of the idea but presume that men who spend all day in the area know something about how things work.
They are also proposing revisions of the vaporetto schedules, to prevent backups such as the one which contributed to the disaster (three vaporettos were idling in sequence, awaiting their turn to use their respective ACTV docks). That would seem to be a no-brainer.
Hence another correction to my report: The fatal vaporetto was not moving slowly; it wasn’t moving at all, until it was time to engage the gears to move forward, which involved backing up first, which was the point at which the gondola was struck.
Two other vaporetto drivers have also become involved in the legal situation. I don’t know what the formal accusations are. I could know, but I am not following every single sentence being written about the case. The important thing isn’t what’s being said today, but what is done tomorrow. Or next year. Or whenever or if anything is actually done.
If something meaningful occurs, I’ll try to let you know.
I’ve waited a few days before reporting on the latest news in the hope that some rational element would emerge from the wreckage of an appalling event. The event’s ugliness is only compounded by the context of chaos which everyone has come to take for granted, but which now is revealed as indefensible, idiotic, criminal.
As I mentioned recently, “imminent” is the only danger that gets attention. Last Saturday, the danger flashed from “imminent” to “actual” for Joachim Reinhardt Vogel, a professor from Munich on vacation with his family.
Perhaps you have already heard: The family’s gondola ride ended in his death.
The general outline is still somewhat blurred by missing or conflicting details of the dynamics of the catastrophe. Here is what I can tell you:
At about 11:30 AM on Saturday, August 17, Professor Vogel was in a gondola with his wife and three small children. They were approaching the Rialto Bridge on the downstream side, an area which is not only the narrowest part of the Grand Canal, but by now is fearfully crowded with vaporettos, taxis, barges, and assorted other boats, all of which clog the limited space in a manner worthy of downtown Naples.
The gondola was behind a vaporetto which was not very manageable because it was going very slowly. The driver made a brusque maneuver and rammed (going backwards, blindly) the gondola.
The professor, according to his wife, had just finished saying, “With this many boats and at their speed, I wouldn’t dream of driving a boat here.” Then the impact. One report referred to the gondola as having been “harpooned.”
The professor threw himself between the vaporetto and the gondola to shield his three-year-old daughter, and his chest was essentially crushed.
The force of the collision pitched the young gondolier onto the nearby dock of the Magistrato alle Acque, his oar broken. Gondoliers on the fondamenta rushed to help; bystanders were yelling at the vaporetto driver to stop as he continued upstream, oblivious, dragging the splintered gondola behind him.
The little girl was rushed to the hospital with a deep wound on her face which may require reconstruction. The father was taken to the morgue.
That afternoon the gondoliers all stopped work for the rest of the day as a sign of respect. The next day many of them put a strip of black tape on their gondola’s ferro, symbol of mourning, and organized a simple ceremony of commemoration. The gondoliers’ association will pay for the funeral and the costs of repatriation.
But now that I think about it, why was it them and not the ACTV to show so much sorrow and solidarity, not to mention offer to defray expenses? Oh wait — the ACTV ordered the little flags on the stern of each boat to fly at half mast. That’s touching.
The young gondolier is in shock — not clinical, but certainly emotional. The driver of the vaporetto has been charged with manslaughter.
Gondolas occasionally capsize — not often — for various reasons, but the last fatality was an American woman, in 1992. In that case, a vaporetto was also involved.
The context which makes this so terrible — as if it needed context to be terrible — is that traffic has been rapidly increasing for years. More vaporettos? Got to have them. More taxis? Sure, let’s add them too (25 more licenses have just been approved by the city). Let’s add more of everything! The municipal police has estimated that as many as 4,000 boats per day pass in the Grand Canal. We’re surprised that something happened?
Now there are meetings of the gondoliers, of the city government, of everyone except you and me. What to do? How to do it?
The motto of the city, at least until now, could well have been “Everything’s fine until it isn’t.” Certainly there has been the traditional outpouring of mutual blame from every political corner, everyone singing some version of “I told you so” and “We knew this would happen” and “I’ve been warning about this for years but nobody listens.”
As the head of the gondoliers’ association stated, all the regulations necessary for orderly traffic already exist. What we need is for them to be enforced. I could have said that myself. So could everybody, including the people involved.
But if everybody knows that the regulations exist, and that lack of enforcement renders the waterways dangerous, the logical conclusion would be either to insist on enforcement (a moment of humorous fancy: Taxi drivers and barge drivers and vaporetto drivers massed in front of City Hall, with pitchforks and torches, bellowing “We demand that you make us obey the laws! We refuse to work until you compel us to obey the laws!” Humorous moment over.) or for each person to regulate himself, otherwise known as obeying the law, thereby obviating the need for enforcement.
So simple, so easy, so cheap. That must be why it doesn’t work.
People sometimes ask me — or ask themselves, standing next to me — why the government of Venice doesn’t do one thing or the other to resolve the city’s problems, which are right out there for everybody to see. It seems impossible that nobody has come up with any ideas for what to do to make it cleaner, safer, more efficient (well, that might be a reach) — or just generally spiffed up and functioning. How can it be that no long-term solution is found for something — anything?
If we were to take the proverbial legal tablet and write the proverbial two comparative lists, one would be titled “Problems” (it would be a very long list), and the other “Solutions” (which would also be long). But there are almost no points at which they recognize each other and embrace, like twins separated at birth.
But guess what I just found out? People were raising red flags, launching the lifeboats, pulling out handfuls of hair in 1970 about the very same problems everyone complains about today. That’s 43 years of standing in one place. If I were a city, I’d be tired by now.
As I have long suspected, it’s not ideas that are missing here. (I mean, constructive, forward-looking, beneficial-to-everybody ideas). It’s execution.
Tides of ideas flow through Venice from all sides, but like the lagoon tide, they go out again. Most of them. To return again. Most of them. Some of them begin to be realized, then they stop. Then they start again. You get the idea. (Sorry.)
Here are some of the most telling bits from a big article in the Gazzettino last Sunday, written by Pier Alvise Zorzi. It might be useful to know that the Zorzi family is documented to have been in Venice since 964 A.D. That doesn’t mean he knows more than anyone else, I’m just saying he’s not the latest person to see the fireworks of the Redentore and decide to stay here forever.
Mr. Zorzi reports that back in April, 1970, veteran journalist Indro Montanelli dedicated virtually the entire month to articles about Venice and its problems — its particularity, its fragility, the housing depression, the political bungling, and so on.
“THE ILLS OF VENICE? THE SAME WERE REPORTED BY INDRO 43 YEARS AGO. From depopulation to the risk of the touristic monoculture, from the sublagunare project to the problems of housing.”
“I have in hand a page from the Corriere della Sera (April 23, 1970) with the headline: ‘The Youth Front for Venice,’ with the subtitle “On the lagoon one breathes the air of the Titanic — the discouragement which by now pervades the Venetians is the main danger to face – to break this passivity a movement of young people has arisen without any political label ready to support at the next elections anybody who defends Venice.”
Under some emblematic photographs are these succinct quotes from 1970, which read like telegraph messages from the front lines. It’s deja vu again, and again, and again.
“Tourism: The city can’t live only on hotels and restaurants.”
“Housing: Too many uninhabited palaces and the cost of rent is through the roof (as they say here, “to the stars”).”
“Dignity: Enough of sterile complaints: each person needs to get involved.”
He continues: “A young person who was interviewed complained of the progressive abandonment of the city…the problem of housing, which is not only decrepit but at much higher rents than on the mainland…And the culminating point, ‘We don’t intend to raise tourism to the level of a monoculture. A city like Venice can’t live only on hotels, trattorias, tips. It will become degraded.'”
And the solutions these young people suggest are also, by now, hoary and draped with cobwebs: More artisans, for example, or linking highly specialized institutions to the world of production and cultural foundations in Europe and America.
The Front eventually fell apart, but the old problems are still here, and have been joined by some new ones: “The ‘hole’ of the Lido (endless construction projects that are badly conceived, worse realized, mercilessly expensive); the ghost of corruption on the MOSE project (more about this in another post), the mega-billboards which continue in spite of new ministerial regulations.”
Zorzi acknowledges a few positive signs lately, small and tentative though they may be. But the essential character of the situation is not only unchanged, but maybe even unchangeable. “The problem,” he says, and so do lots of people here, “is that everyone who is able to make the decisions is so tied up in the webs of common interests, either political or economic (but aren’t they the same?) that they move only with extreme, sticky slowness.
“The risk? That 40 years from now we’ll still be right there, at the same spot. I don’t want my grandchildren still to be reading, for example, about the Calatrava bridge, that economic abyss … or the suspected speculation on the renovation of the Manin barracks. Or the hospital. Or the eternal MOSE. Or all the usual things which the national newspapers don’t bother with anymore because everybody’s fed up with Venice’s constant whining.
“I want Venice to have the dignity to save herself on her own, thanks to the citizens which consider her not as something to exploit, but something to invest in. I want the Venetians to denounce the little local mafias, instead of trying to join them in order to gain something for themselves. I want the multinationals who buy the palaces to invest in the city and not merely in their own image. I want that each person, even in their own little way, should do something to safeguard our special character. If I were to live for a hundred years, I’d like to read something new about Venice.”
You know what’s too bad about this cri de coeur? I’ve heard it before.
The silence from my end has been too long and also not explained. I can’t do anything about the length (except to break the silence now and stop the clock), but I can explain.
I’ve been in a car — how un-Venetian — with some friends for a week, stravaging around northern Italy from Milan to Pordenone and down to Venice. They were here from Virginia to watch their son play some soccer matches against their Italian counterparts.
This trip gave me a chance to visit, if only briefly, plenty of places I’d never been, several I’d never even heard of, only one of which I’d ever really wanted to see (see photo above), and also the chance to stand interminably in the rain on the muddy sidelines of even muddier soccer fields.
The Veneto has just been through the rainiest March in 20 years — three times more water fell everywhere than is usual. The vintners can’t prune their vineyards, the artichokes are a month behind, and the boys who ran and slid around drenched by the frigid deluge can tell you that they discovered a degree of wetness which nobody, not even skindivers, has ever experienced.
As for our itinerary, “We past through some of the damdes plases ever saw by mortel eyes,” as a Confederate soldier put it in a letter home. At the top of the list is the Hotel Antares in Villafranca di Verona. If you’ve ever wondered where the occupants of UFO’s go when their intergalactic aircraft run out of fuel, I can give you the address.
Now that I’m back and most of the laundry has been done, I confess that I feel very little urge to write anything about Venice at the moment. Catching up with the news here over the past few days has subjected me to a downpour, so to speak, of non-news even more monotonous than the record rain (see above).
What’s been happening in the most-beautiful-city-in-the-world is what has always happened, and what, apparently, ever will happen. By now it appears that there’s hardly any point in mentioning current events, because the same stories will keep turning up every week till Jesus comes back.
The procession of news by now is so repetitive, and so demoralizing, that the 1.20 euros we spend for the daily Gazzettino have become a sort of charity contribution to keep it in business. The national chronicle is stuck in an endless loop of the same names and the same chicanery, and the local reports form one interminable droning chorus about as interesting as singing “Ninety-nine bottles of beer on the wall.”
Classic themes: The constant deterioration of the city — palaces, churches, and bridges are falling to pieces, sometimes near or even on the heads of passersby, and the snaggly paving stones are so untrustworthy in some places that they trip as many people as they can each day and then snicker because they know they’re not going to be punished. There is the phenomenal inefficiency of the public health service. The occasional little old person found dead in his/her home after days/weeks/months. The closing of generations-old stores that can’t pay the insane rent increase, which has typically been raised in order to install yet another glass/mask/pizza-by-the-slice business. These shops sell glass and masks as being made in Venice, which in a sense they are; not by Venetians, though, but by swelling numbers of Chinese immigrants who toil in sweatshops and live in little mainland hellholes.
If you tire of those stories, you can always read about the spectacular mismanagement, in myriad and ever-more-imaginative forms, of the public transport system. It’s amazing how many ways the ACTV finds to throw away money it insists it doesn’t have. And tomorrow there will be yet another transit strike: no buses, no vaporettos, a 24-hour dislocation of life which will produce no results. So there will have to be another one.
Speaking of money, it continues to gush, like water from a busted pipe, out of the Venice Casino, which once was one of the top three contributors to the entire city budget. Then there are the pitiful protests, as tiring and pointless as the wailing of a baby with colic, against the big cruise ships — “pitiful” not because I agree or don’t, but because cruise ships are now such a crucial part of the municipal economy that driving them away would kick the last leg out from under the tottering financial stool of the city’s economy. And “pitiful” because all the schemes which have been proposed to solve this so-called problem will create real, tangible, measurable problems for all eternity.
To sum up, the news from here is a ceaseless litany of the same issues, the same excuses, the same inertia, the same blithe, extravagant, “who, me?” waste of everything including now even my patience and my curiosity.
Oh: And the “Boy with the Frog,” claimed to be scheduled for removal on March 18? It’s still standing there. I let myself get excited by what sounded like a real decision, and now I’m embarrassed. I evidently had more hope than good sense, even after all this time.
If I were a reporter for the Gazzettino, I’d write my stories sitting at home in my underwear listening to old Janis Joplin tracks. I’m not saying anybody actually does that. But they could.
The only interesting thing I’ve heard in a week was about the ten-year-old boy who snuck out of his house in the middle of the night in his pajamas to go smash the window of a toy store with a brick in order to get his hands on the thing he wanted that his parents had refused to buy for him. That was different! But it wasn’t in Venice — it was in Vicenza.
